Article I - Organization Name
The
name of this organization shall be St. Joseph Chargers Organization.

Article II - Objectives
To
provide a spirit of assistance, cooperation, communication, and unity for the betterment and benefit of the children of St. Joseph School.
To
provide financial and human resources to offer and operate well-planned extracurricular activities and to enhance the classroom
program.

Article III - Membership and Members
The
parents or guardians of students of St. Joseph Catholic School shall be eligible for membership
in the St. Joseph Chargers Organization.
For
the purpose of these by-laws, these people will be referred to as organization members. Organization members shall provide
assistance and support to the organization in such a way to promote a creative and positive atmosphere for the parents, teachers
and students of St. Joseph Catholic
School.

Article
IV - Executive Committee
The
Executive Committee shall be the policy-forming body of the association, under the direction of the Board of Education.
The
Executive Committee shall consist of the following officers: President, Vice President, Secretary and Treasurer. These officers
shall be elected annually during the April Chargers meeting.
The
terms of the officers shall start at the July Charger meeting. and must be reelected during each following April meeting in
order to continue serving.
Role of Officers:
President: The President shall preside at all Chargers
Organization meetings, appoint a chairperson of any special committees, call meetings when necessary, and perform duties that
are essential to the effective administration of the Chargers Organization.
Vice President: The Vice President shall perform
the duties of the President during his/her absence.
Treasurer: The Treasurer shall collect all dues and
shall receive and disburse all monies of the Organization. The Treasurer shall keep a detailed statement of receipts and expenditures,
and report these budget activities monthly to the Chargers Organization and the Board of Education liaison. In addition, the
Treasurer is also responsible for all deposits relating to fund-raising and concession sales.
Signing
of Chargers Organization checks shall only be performed by the President, Principal or Parish Priest. These 3 individuals
are not allowed to write and sign the same check.
Secretary: The Secretary shall be responsible for
taking minutes at Chargers Organization meetings, and submit these typewritten minutes to the Charger Officers, the Organization
and The Board of Education liaison.
In the event an officer is unable to fulfill the duties and obligations of his/her office, the President
shall declare the vacancy exists and may appoint an active member to fill the vacancy until the April officer elections.
Principal: The principal of the school shall be an advisor to the Association.

Article V - Business
General
meetings shall be held monthly. Monthly meetings shall follow a standard agenda.
The
Chargers Organization shall abide by all Arch Diocesan financial requirements and procedures.
Business
of the Organization may be brought to the floor by either an Organization member or Chargers officer.
Controversial
issues must be brought to the Chargers Organization only by the officers upon their initiative, the initiative of the Board
of Education or the Chairperson of a special committee.
No
direct criticism of a school administrator, teacher, school employee, Charger officer, or an Organization member is permitted
in meetings. Any person making such criticism during a meeting will be considered
out of order by the President or designee and may be asked to leave.
At
a minimum, Roberts Rules of Order will be observed during the approval of the minutes, treasurer’s report, major spending
decisions, and elections of officers, and may be used at the President’s discretion to conduct other Organization business.

Article VI - Elections
Officer
elections shall be held yearly during the April Charger meeting. The President
or presiding officer shall call for nominations to be made from the floor by members. Candidates may volunteer or be nominated
for elected positions.
Nominations
shall be made separately to fill each vacancy and candidates shall be voted
upon separately by secret ballot of the members. The Principal or his/her representative
shall count all ballots and announce the winners during the night of the election. The candidate receiving the largest
number of ballots shall be declared elected.
All
newly-elected officers of the Executive Committee shall officially assume the duties of their offices at the July Charger
meeting, except that where vacancies have existed, those elected or appointed to fill such vacancies shall assume their duties
immediately upon being elected or appointed. Elected officers must be approved
by the Board of Education.
Article VII - Special Committees
The President shall appoint the members
of all standing, temporary and special committees and shall designate the chair of each.
The president shall also determine the number of members to serve on any committee, providing that the size of the
committee has not otherwise been determined.

Article VIII - Charger Fees
Dues
shall be established annually by the Charger Organization and approved by the Board of Education. A general activity fee is charged to each family, with additional fees charged per extra-curricular activity. A maximum yearly fee is met when a family reaches a predetermined number of extra-curricular
activities.

Article
IX - Concessions
Purpose
The purpose of St. Joseph’s concessions shall be to provide snacks and beverages to sporting event
attendees and to generate additional income for the Chargers Organization.
Concessions
Advisory Committee
The purpose of the Concessions Advisory
Committee is to review concession procedures, menu items, and general operating practices.
The committee shall be made up of at least one Charger officer, the current sports parent representatives and any interested
Charger members.
This committee shall meet on an as-needed
basis.
The committee shall make procedure, menu
item, and general operating practice recommendations to the Charger Executive Committee for approval.
Sports parent representatives shall be responsible
for obtaining concession workers for the sports season. Parent representatives
shall be responsible for ensuring that concession and gate money is handled in accordance with the concession procedures.

Article X - Athletic Program
This athletic program shall function within the overall structure of the Chargers
Organization.
The Athletic Director shall be responsible for operating within the athletic budget and attend monthly Charger meetings
to provide athletic program updates.
Sports parent representatives, for each sport, shall be identified by the Chargers Organization at the start of the
school year. The Chargers Organization shall submit a list of sports parent representatives to the Athletic Director once
identified.
Sports
parent representatives shall be responsible for the following:

Overseeing concession operations at home athletic events

Assigning score-keepers, statisticians, gate keepers, hall monitors and other workers at home athletic events

Assisting
the Athletic Director with the athletic program
An athletic program uniform coordinator, for all sports, shall be identified by the Chargers Organization at the start
of the school year.

Article XI - Fund-raisers
A fund-raiser is defined as the action
that causes parents/children to act as salespersons to the public.
The Chargers Organization shall support
no more than two fundraisers per school year unless obtaining approval from the parish council via the Board of Education.

Article XII - Accountabilities To The Board Of Education
The Chargers Organization shall operate
with the approval of the Board of Education.
A representative of the Board of Education
will act as a liaison between the Board and the Chargers Organization.
The Chargers Organization shall submit
an annual budget and month financial statements to The Board of Education for approval.
Any changes to the St. Joseph Catholic
School Chargers Organization by-laws shall be submitted to the Board of Education for approval.

Article XIII - Amendment Of By-Laws
The
Executive Committee shall be charged with the responsibility
of
the consideration, proposal and presentation of any by-law changes, amendments or alterations to the Board of Education.
By-law
changes will be presented to the Charger Organization for comment prior to being submitted to the Board of Education.
